Official Doctrine • November 2025

Peace Through Strength

A concrete, realistic plan connecting ends and means. This framework prioritizes the protection of core national interests over the pursuit of global domination, aligning resources to ensure American safety, prosperity, and sovereignty.

10 Core Principles
5 Strategic Priorities
4 Key Regions

Core Principles of Realism

The strategy moves away from "laundry lists of wishes" toward a disciplined approach focused on the national interest.

Peace Through Strength

Maintaining the world's most capable military and strongest economy is the most effective deterrent against aggression.

Flexible Realism

Policy grounded in what is possible. Seeking good relations without imposing our governing system on other nations.

Sovereignty & Respect

Unapologetically protecting our sovereignty from erosion by transnational organizations and foreign interference.

Burden-Sharing

Insisting on fairness. Allies must assume primary responsibility for their regions and meet defense spending commitments.

Balance of Power

Working with partners to prevent the emergence of a dominant adversary in key global regions.

Pro-American Worker

Prioritizing the reindustrialization of our economy to ensure prosperity is broadly based and benefits our citizens.

National Priorities

Five interconnected priorities define the operational focus of the 2025 strategy, moving from domestic security to global realignment.

01
Strategic Priority

Ending Mass Migration

Securing the border is the primary element of national security. The strategy calls for protecting the nation from invasion, terrorism, and drugs. "The era of mass migration must end."

02
Strategic Priority

Protecting Core Liberties

Government powers must never be abused. The U.S. will oppose anti-democratic restrictions on core liberties among allies and ensuring domestic governance respects natural rights.

03
Strategic Priority

Enforcing Burden-Sharing

Allies must meet commitments, specifically the Hague Commitment for NATO countries to spend 5% of GDP on defense. The U.S. shifts to being a convener, not the primary guarantor.

04
Strategic Priority

Achieving Realignment Through Peace

Utilizing presidential diplomacy to resolve regional conflicts and realign nations toward U.S. interests, building on the success of the Abraham Accords.

05
Strategic Priority

Ensuring Economic Security

Recognizing that national security is fundamentally dependent on economic strength. This involves re-shoring industry and achieving energy dominance.

Regional Strategies

Tailored approaches to key theaters, recognizing that the U.S. cannot be equally attentive to every region.

Western Hemisphere: The Trump Corollary

Reasserting American preeminence in the Western Hemisphere through a 'Trump Corollary' to the Monroe Doctrine. The goal is to deny non-Hemispheric competitors the ability to position forces or control strategic assets.

ENLIST: Work with partners to control migration and neutralize cartels.

EXPAND: Use U.S. leverage in finance/tech to push out foreign influence.

Secure supply chains and identify strategic acquisition opportunities.

Deploy stronger Coast Guard/Navy presence.

Economic Security

National security is fundamentally dependent on economic strength. The strategy outlines a five-pillar approach to re-shore and rebuild.

Energy Dominance

Restore dominance in oil, gas, coal, and nuclear to fuel reindustrialization and lower costs. Reject "Net Zero" ideologies to deepen relationships with allies through exports.

Reindustrialization

Re-shore industrial production with a focus on critical and emerging technologies. Make America the "maker" of the future through strategic tariffs and innovation.

Defense Industrial Base

Launch a national mobilization to innovate low-cost, high-impact defenses. Produce modern systems and munitions at scale to ensure deterrence.

Balanced Trade

Reduce trade deficits and end predatory practices through fair, reciprocal deals. Use strategic tariffs to protect American workers and industries.

Secure Supply Chains

Eliminate dependence on any outside power for core components, from raw materials to finished products. This includes identifying strategic points in the Western Hemisphere for joint development.
